No person shall park, or cause or permit to stop or stand, any recreational vehicle or recreational travel trailer within or upon any portion of the right-of-way of any public street or alley. Temporary parking, stopping or standing of a recreational vehicle or recreational travel trailer shall be permitted for a period not in excess of twenty-four hours.
