When space is not available for the parking, stopping or standing of a recreational vehicle or recreational travel trailer except in violation of Section 10.16.020, the city manager shall have the authority to grant a special variance allowing the parking, stopping or standing of such recreational vehicle or recreational travel trailer in the right-of-way of a public street or alley. Should the owner of any recreational vehicle or recreational travel trailer be aggrieved by a decision of the city manager concerning a special variance, such owner shall have a right to appeal the decision of the city manager to the city commission, by filing a written notice of appeal with the city clerk not later than ten days after receipt of the decision of the city manager.
