All off-street automobile parking facilities shall be:
A. Designed with appropriate means of vehicular access to a street or alley, as well as maneuvering areas;
B. Paved with asphaltic or concrete surfacing, with provision for bumper guards where necessary;
C. Designed for adequate drainage;
D. Used for vehicle parking only with no sales, dead storage, repair work, dismantling or servicing of any kind;
E. Arranged so that if lighting is provided, glare will be reflected away from residential areas and away from any public street or highway;
F. Designed, except in A and B zones, so that entry into and exit from the parking area is accomplished in a forward manner and no backing from the parking area to the street will be allowed. (Ord. 1437-93 § 3(part), 1993).
