The city building inspector shall not issue a permit for the construction of any building within the city unless the application includes, in such detail and form as may be required by the city staff planning committee, a design of off-street parking and loading and unloading facilities, and in no event shall a building permit be issued when the off-street parking and loading or unloading design shows a significant deviation from the requirements of this chapter.
