Clovis City Manager Announces Appointment of Police Chief
Clovis City Manager Mr. Justin Howalt announced Thursday that Clovis Deputy Police Chief, Roy Rice, who has served as Interim Clovis Police Chief since January 1, 2022, has been appointed as Clovis’ Chief of Police effective February 28, 2022. Chief Rice is replacing Chief Ford who retired December 31, 2021.
With a career in law enforcement spanning more than 34 years, Chief Rice joined the Clovis Police Department in August 2019. Prior to that he served in various law enforcement positions in Texas including, most recently, as Police Chief of the City of Muleshoe, Texas, between June 2012 and May 2018.
Chief Rice holds a Bachelor of Science degree in Human Services and Criminal Justice.
The City of Clovis has considered applicants at both a local and national level. “Having conducted a thorough search and selection process, I am confident that Chief Rice will move the Clovis Police Department forward in a positive direction,” advised Clovis City Manager Justin Howalt. “Chief Rice’s years of experience in law enforcement will enable him to address the current and future needs of the department.”
“I am excited for the opportunity to serve as Clovis’ Police Chief,” advised Chief Rice, Thursday. “I will do the best I can for the community and build on the professionalism of the department.”
